A Legacy Forged is the final mission in Starfield's UC Vanguard questline you begin on New Atlantis. In it, you have to make major decisions about how to handle the ongoing Terrormorph threat and what to do about Vae Victis. The mission begins on Londinion shortly after you complete Hostile Intelligence and uncover the truth: that Heatleeches are young Terrormorphs that transform once they've consumed enough energy, and the Lotus Plant native to Londinion can expedite the process.

How's our captain going to handle it? Follow our walkthrough to help you decide what to do about Vae Victis and whether or not to pick the Aceles or Microbe as a solution to the Terrormorph problem.

Speak to Vae Victis

Part of what you discovered during Hostile Intelligence is that Vae Victis knew about the Lazarus Plant and bombed the Londinion spaceport to keep it a secret rather than save lives. And, this also means that he's probably the one behind the attacks on Tau Ceti and New Atlantis. So this mission begins in earnest when you confront Vae Victis in Subsection Seven of the MAST Building in New Atlantis.

Whichever route you take through this conversation, it always leads to Vae Victis confirming that he was behind it all.

His "associate" Doctor Reginald Orlase (who died during The Devils You Know) helped Vae Victis synthesize the Lazarus Plant's pollen for use. Ultimately, he planned these attacks as a convoluted piece of revenge to put forth Hadrian as an emerging hero and solidify his position as a trusted UC advisor while also pinning the blame on Orlase.

Vae Victis actually had Orlase reprogram Kaiser to lead them directly to the Lazarus Plant discovery. He wants you to keep his secrets and continue working with him to bring down more fugitives from the Colony War.

Speak to Hadrian and Percival

Regardless of what you promise to Vae Victis, your next step is to speak with Hadrian and Percival. You'll find them waiting in the Interstellar Affairs conference room in the MAST Building.

Based on their research thus far, the Aceles and Microbe look equally as effective, so it seems like either one is a safe pick in the end. With the former, you're introducing armored dinosaurs to various habitable worlds. With the latter, there's a chance the Microbe could mutant and produce some sort of dangerous anomaly.

This is also one of your last chances to confess everything you know about Vae Victis to your friends. If you decide to lie about Orlase being the one who orchestrated everything, Percival voices some small amount of skepticism, but it's not enough to derail anything for you.

Address the Cabinet

Head across the hall to address the Cabinet. President Abello asks you to corroborate the claims about Orlase and also discusses how they'll handle the Lazarus Plant. At this point, you can suggest that she include the other factions in the process to mend political barriers.

Yet again, you can double down on the Vae Victis lies or finally tell the truth. Then you have to pick the Aceles or Microbe.

Should You Tell the Truth About Vae Victis?

If you reveal the truth about Vae Victis to Hadrian at any point in the UC Vanguard questline, she will tell the Cabinet here even if you try to hide it. This ultimately ends with his inevitable execution offscreen. It therefore locks you out of the repeatable Preventive Action quest in which you hunt down criminals for Vae Victis.

The rewards for this quest, however, are modest at best (basically just XP and Credits). So you really don't lose much if you decide to take the moral high ground here. The objective "best" option is to keep Vae Victis' secret, if only for the extra bit of content it provides.

Aceles or Microbe?

The President confirms that they'll secure the Lazarus Plant and keep its potential use a secret, but the group still has to decide which method of handling the Heatleeches and Terrormorphs is best. Yasin backs the Aceles but Kulkarni supports the Microbe. So it appears the Cabinet itself is split, which makes your selection the deciding vote. The outcome and rewards for either choice are the same. The only influencing factor would be your current companion's affinity.

Characters like Sarah and Barrett dislike the Aceles option but will like the Microbe option, so selecting one or the other while they're in your party will have at least some impact during this conversation. On the flip side, if you want to go the Aceles route, just dismiss your companion before the Cabinet hearing.

Whatever happens in the meeting, the President creates the United Colonies Terrormorph Management Division with you three as its founding members and also grants each of you Class One UC Citizenship. To follow through on the full rewards, speak to Commander Tuala next.

Tuala will give you a fixed Class One Citizenship dispensation of 12000 Credits (on top of whatever variable rewards you get for the base quest). He also tells you to visit Aphelon Reality to get access to your new penthouse.

Speak to Zora at Aphelion Realty

The A Legacy Forged mission is technically already over, but collecting your Class One Citizenship benefits pops up as a series of Activities. The Aphelion Realty office is just outside the MAST Building. Walk down the steps and take the pathway towards the left directly to the Aphelion Realty building. You'll find Zora Sangweni behind the desk.

Visit Your New Penthouse

The fastest way to reach your new penthouse is to take the transit beneath the MAST Building to the Residential District. Mercury Tower is straight ahead when you get off transit, just left of Chunks. Take the elevator up to your new apartment to soak in the views, and maybe spend some time decorating.

There's still plenty of ongoing work to do for the UC. If you kept Vae Victis alive, you can begin Preventative Action right away to hunt down criminals. Tuala also has plenty of missions to keep you busy. You can fight Terrormorphs directly, dogfight for the Vanguard, or go visit Percival to investigate emerging alien threats.
